Voting amongst the staff

CAN A SCHOOL DIRECTOR ORGANIZE A REFERENDUM AMONGST THE STAFF TO DECIDE WHETHER OR NOT A TEACHER WHO WEARS A HEADSCARF SHOULD BE EMPLOYED OR NOT?

A case came to light of a public-school director basing the decision of the employment of a headscarf-wearing teacher on the on the consent of the staff. The director held a vote amongst the staff council for this very purpose. Such a practice is against the law. A ban on the headscarf can only be justified when there is a concrete threat to the peace of the school because of it or when state neutrality calls for it (see: here).
